Pieere Elliott Trudeau is the prime minister of Canada in office from 1968 to 1984.Though he used to drop the reins of government in 1979,Pieere Elliott Trudeau came into power again in 1980.During his tenure of 16 years, prime Trudeau experienced four times of federal election and made Canada one of the seven economic powers. What's more, prime Trudeau took back Canadian Constitution from England in 1982,which made Canada the real sovereign state. The social equity advocated by Trudeau when he left his office has become a real equal society to every citizen. Trudeau is well known as an excellent statesman because of his prominent political accomplishments. So, when we look back the history of Canada, prime Trudeau as well as John A. Macdonald, the founding father, and W. L. Mackenzie King in the World War Two, are all well famous in the history.Examining Trudeau's diplomatic thoughts and practice is helpful for understanding the diplomatic policy in the period of Trudeau, which also contributes to have a sound understanding of the modern policy and is conductive to our country's diplomatic practice.The preface introduces the status and method of Trudeau's diplomatic thoughts at home and abroad and put forward four questions that will be solved in this paper.There are four parts in this paper.The first part:Trudeau's diplomatic thoughts and the announcement of Canada foreign policy white paper. Reflecting by the above factors, Trudeau's diplomatic thoughts express in the following three ways.Firstly, the foreign policy should serve state interests. Secondly, the notion of considering Canada as middle-range power. Thirdly, actively develop relations with the third world and communist nations. These three factors become the guiding ideology of Trudeau's further foreign activities. Canada's policy review begins with that on NATO policy. By this review, Canada cut down half duty on NATO. In 1970, the policy review end with the announcement of Canada foreign policy white paper. The white paper embodies the main thoughts of Trudeau's diplomatic policy. The second part:the domestic and international context and individual factor of the emerging of Trudeau's diplomatic thoughts. The domestic and international context plays a crucial role in the emerging of diplomatic thought, but the individual factor can not be neglected. When Trudeau comes into power, the international situation changes a lot and the world situation is moving towards relaxation. American power is relatively lower. West Europe and Japan rise abruptly. The third world begins to develop. Besides, there are some changes in Canada. The civil reformists ask for changing the diplomatic policy which also reflects Trudeau's diplomatic thoughts. And Trudeau's plenty of experiences play an important role in the building of diplomatic thoughts.The third part:the practice of Trudeau's diplomatic thoughts. This part begins with three aspects of the diplomatic policy. Firstly, the practice of the policy serving state interests, such as the policy on NATO, establishing diplomatic relation with China, exercising the third option. In the part of diplomatic policy of serving state interests, t emphasizes on the background, tortuous process and huge implication of establishment diplomatic relation with China. Secondly, actively develop relations with the third world. This small part introduces that Canada actively advocates the establishment of world new order, to improve the relation with Soviet Union, to strengthen the relation with Latin America. Thirdly, consider Canada as the middle-range power. Take the policy on NATO as argument, we can prove the change of Canada's self-allocation.The fourth part:the conclusion. Based on the above three parts, this part makes a conclusion of Trudeau's diplomatic thoughts and practice. Canada depends on American in economy and needs American's protection in military. Though Trudeau government takes some actions, Canada can not be truly independent. But during Trudeau period, Canada have had relative independent diplomatic right compared with the former governments.
