From the perspective of civil society building and national rebuilding, this thesis analyzes the U.S.policies of building a civil society for post-war Iraq. The absence of an active civil society drags on the process of national rebuilding for post-war Iraq and it also becomes one of the important reasons, which caused post-war Iraq fell into a weak country. Therefore, building an active civil society for post-war Iraq becomes a crucial approach for the U.S.to deal with the problem.The lack of a market-economy structure and the nature of "strong power dependency" in politics are the two main reasons, which led post-war Iraq lack of an active civil society. The U.S.adopts two polices to build a civil society for post-war Iraq---reforming its economic structure and developing its civil society organizations. Despite these policies have made some progress on the construction of civil society for post-war Iraq, but with consideration of U.S.own strategic interests, those policies are still limited and it is difficulty to change the status of Iraq's as a weak state fundamentally.
