There is a phenomenon in the rural governance that the operation of the power neither abides by the formal system, nor by the informal system, but by the will of the owner of the power. And the operation of the power is a non-systematic random process and out of the various norms.This article described the operation of the power of rural governance in a experimental village, which is used "storytelling" approach and based on the background of an academic experiment. Attempts to reveal how the power operated in non-institutionalized and the reason of it, by using a research method called "the process-the event".By described the experimental approach and two landmark events in the experiment which one is construction of roads to ShanKeng, another is set up "village board of supervisors", demonstrated how the subject of power made the operation of power in a non-institutional mode to serve the interests of their own purpose, by use their available resources, or by use the different logic of power.On this basis, the article asserts that the understanding of the phenomenon which is the operation of the power of non-institutionalized of rural governance must base on three aspects:Firstly, an underlying causes of the phenomenon is the low level of institutionalization, the power lacked of supervision and constraint will make itself operated by the will of the power owner in order to achieve their own interests. Secondly, the limitation of means of pursue interests in the pressurized system is the direct cause of the phenomenon. In a pressurized system, the power owner just have one method to achieve their interests that is complete the pressurized task, it strengthen the phenomenon in a governance environment which is a low level of institutionalization. Finally, the former two aspects must understand in the background of the relation of state and society, the ultimate essential of the phenomenon is the decay of the control of the state of the grass-roots community.
