Study On Poverty Risk And Avoidance Of Grassland Ecological Migrants

In the middle and latter half of the 1990s, due to the serious ecological problems caused by grassland deterioration, the government begins to pay attention to the grassland ecological problems and correspondingly organizes a series of ecological migration. In the process of the ecological migration-relocation, there appear massive impoverishment phenomena because of imperfect resettlement measures, together with destruction of the former production and living system. This phenomenon is extremely easy to cause the serious economical, social, and political issues. Therefore, how to defuse and avoid the poverty risk of ecological migrants not only matters to the well-being of the ecological migrants themselves, but also is crucial to building a harmonious socialist society.Based on the current poverty situation of ecological migrants and referring to the studies of many scholars on the poverty of migrants, this paper analyzes the poverty risk faced by ecological migrants and the reasons of it. First, the poverty risk of ecological migrants is analyzed with respect to three factors: material capital, human capital and social capital. Then, the three factors are studies with the Analytic Hierarchy Process after 12 evaluating indicators are selected. The qualitative analysis shows how great the poverty risk might be and the result provides possible measures to avoid the poverty risk of the grassland migrants.
