A Study On Sustainable Development Mechanism Of Ecological Migrants In Southern Shaanxi

Under the multiple objectives of poverty alleviation,disaster avoidance and ecological environment protection,large-scale ecological migration projects have been implemented in southern Shaanxi since 2011.During the critical period of the 13 th Five-Year Plan,it is of great significance to conduct periodic inspection of the effect of immigration projects,find problems and put forward improvement plans under the framework of sustainable development,so as to guide policy-making in the new period.This paper reviews the relevant research and theory of ecological migration.Firstly,the historical process and characteristics of ecological migration in southern Shaanxi are briefly described.Then,based on 318 field survey questionnaires in many counties and districts of southern Shaanxi from 2017 to 2019,using IRR model,which incorporates sustainable development factors,this paper describes and analyses 13 types of risk items in the migration project of southern Shaanxi,and evaluates the phased effect of the migration project.It finds that there are many problems in the migration project: the participation ability of migrants is weak,and their own development ability is not strong;The low-level upgrading of industrial structure mismatches the continuing demands of migrants' livelihoods;the main body of poverty alleviation is single,and social forces have not played a role;part of the community infrastructure is absent,cultural construction lags behind,and the problem of supporting empty nester is prominent;the policy is difficult to benefit the sub-poor,and the coordinated reform policy is slow to advance.Then according to the existing problems.In order to coordinate the factors affecting the sustainable development of ecological migration,the framework of the promotion mechanism for the sustainable development of ecological migration in southern Shaanxi was constructed.Based on the dimensions of people-centered spontaneity,economic structure,environmental constraints,welfare changes and results distribution,the capacity-enhancing mechanism,structural transformation mechanism,environmental optimization mechanism and equal opportunities for the sustainable development of ecological migration were constructed respectively.System.Finally,according to the results of the previous statistical analysis and theoretical analysis,combinedwith the actual situation and existing problems in southern Shaanxi,the corresponding countermeasures and suggestions are put forward.
