The policy of co-operational construction implemented in Du Jiangyan is being concerned by all around. This policy is aimed to assist the victims of the big earthquake to rebuild their homes. Meanwhile, it is a campaign for land revolution. Under the existing system of land law, any collective land for commercial exploitation are subjected to strict limits, making the original potential benefits of the collective land can not be released. The reconstruction of Du Jiangyan, however, was hampered by the lack of resources. In order to solve the housing problem of the local farmers, the local government had to break the shackles of the existing law system to release the hidden potential benefits under the collective land. Even though this kind of land-use mode is depart from the existing land system, it is not negated by the country government. Instead, because of the release of collective land potential, this policy helps to promote the local economy and maintain the local land market stable. For that, this new land-use mode is concerned by all around. This article will adopt the following aspects to analyze this new land-developed mode.First of all, this "co-operational construction" system is a kind of policy favors. It is composed by some new policies issued after the big earthquake. So the first part is to depict the policies referred to this system in order to understand what it is, and then to clarify the content and features of the system.Secondly, such "co-operational construction" system is, in the last analysis, a kind of collective land development. Therefore, in order to understand why we composed a new land-use mode, we must know what problems are being in the collective land system. I would like to distinct the constructive land and the house sites. Then we can find a correct way to solve the problems and facilitate to understand whether the change is reasonable or not.Thirdly, in this part, I'd like to find something new in this land-use mode. Something adopted in this kind of land development system is different from the traditional land-use mode. So we can understand this new system better from the differences.Fourth, the protection of the rights is a key-step to compose a complete new system. Some one has said right can not exist independently without protection. Therefore, in this part, we'll explore the need of the object's and the subjects'. And then put outline of the system of the right protection.Finally, the emergence of any new things requires long-term observation in order to discover its advantages and disadvantages. So at the end of the article, I'd like to put forward some suggestions. In addition, in view of this new kind of land-use mode, I'd like to assess whether it is proper to be applied in other places of China.
