In the first, a high degree of market participation mechanism of the collective operational construction land market should be adopted. Secondly, a reasonable income distribution system should be satisfied for the regulation of law and the function of the government, so some specific system, such as the minimum price system and land tax system, should be perfected. At last, we should strengthen the guarantee of the land-use system, and establish a reasonable rural collective construction land market income distribution system which reaches the balance between the national and legitimate, collective and individual.
