In recent years, police authority, police's rights, and police administration have become the points in theorists, with the development of Police Administrative Law. People concerned about police's social role and the limitation of his power. It is obvious that police-authority is political, so police may arrogate his power. People should concern about how to define the boundary of his action. To resolve these problems, the primary question is-the legitimacy of police-enforcing-law.And this problem is also a subject of modernity. It consists of the sources of power by police-enforcing-law and legitimacy itself. Similarly, in judicial and administrative practice, police enforcement practices involving the work of disturbed attention and research increasingly highlights the importance of this issue. In some cases of enforcement, Police broke the law or principle. These cases cause strong resentment among the people. More important, we have to take into account the legitimacy based on people's non-confidence. So, it is more important for us to investigate the theory and practice of police enforcement, to define the connotation and extension of the legitimacy by police enforcement, to reconfigure the theory about the legitimacy of police-enforcing-law with discretion.
