As far back as mid-to-late 20th century, the developed western capitalist countries have begun a discussion and study of building relations between the police and the community, and have formed theoretical systems in conformity with the social characteristics. The results of these studies guide and are applied to the police work in practice, resulting in a positive social effect. In China, from the early nineties, some experts, scholars and institutions involved in security studies have also conducted specialized studies of this subject and have published related research articles presenting directional proposals on the status quo and countermeasures of the relations between the police and the community in this stage of China's socialist transformation. In September 2008, the Ministry of Public Security made a series of major policy decisions and major deployments. The underlying objective is to build a harmonious relationship between the police and the community in this transition period. Thus, the relevant departments and people from all walks of life have begun to carry out the study of building harmonious relations between the police and the community.This study, based on the theory of constructivism, discusses how to strengthen the police communications to carry forward the fine traditions of the Mass Line* of public security work, so as to further harmonize the relations between the police and the community and to promote the development of harmonious society. Based on existing circumstances, the author explores the current problems in relations between the police and the community and proposes some fundamental reasons for these problems. The crucial reasons are identified and problems are analyzed. Accordingly, this study explores countermeasures of the inharmonious relations between the police and the community in building a harmonious society and suggests steps to establish harmonious relations between the police and the community by setting up principles and evaluation criteria.
