A Survey On The Construction Of Harmonious Relationship Between The Police And The Citizens In The Administration Of Police

Constructing harmonious relations between the police and the citizens is an important task of the construction of harmonious society nowadays. It will urge the public security department to fulfill its obligation, ensure the legal rights of the civilians, promote the realization of fairness and justice of the society and offer powerful security to the construction of harmonious society. Nowadays, under the new situation of deeper reforming-opening and the adjustment of interest relations, there are many unharmonious factors in the relations between the police and the citizens in some areas.eg:The police and the citizens have difficulty in emotionally communicating with each other, closely contacting with each other and cooperating with each other in the events of police affairs even some severe violent confrontation, damaging the foundation of the harmony and prosperity of the society. Looking into the problems of the present relations between the police and the citizens and searching the countermeasures becomes a hot and urgent problem.This essay touches relations between the police and the citizens from the perspective of the relation between the police power and civil rights. The unharmonious phenomenon in relations between the police and the citizens in many fields can be summed up in two types: one is the misuse of the police power; the other is the maladministration of the civil rights, leading to some problem in the functioning of the police power and some damage to the public's interest. The disharmony is caused by several reasons, except for the low quality of police themselves and the unbalance of right consciousness among part of citizens, there are some other factors that contribute to the present situation of this disharmony between the police and the citizens, such as obvious conflicts during the period of the society reconstruction, the lack of necessary material protection for the usage of police right, the excess dependency of police right system on the local and the contribution of unfair public opinions about the police.No matter which part loses balance, the result is the same: the depravation, no cooperation even direct confrontation between the police and the people, threatening the foundation of harmonious relations between the police and the citizens. It is unwise to control administrative power without limits or lay too much emphasis on the rights of the administrators. So, to settle this problem, we should begin from two aspects: first, lay reasonable limitations on administrative power and enlarge people's rights properly; second, cultivating rational civilians and regain the authority on the police, so to build a dynamic balance, realize the construction of harmonious relations between the police and the citizens in the administration of the police.
