Motivation Analyzing & Path Selecting To Promoting The Construction Of The Government Under The Rule Of Law In Economic Rapidly Developing Region

It is the aim determined by the Constitution to run the country according to law and build a socialist country under the rule of law and it is the historic task in present and future as well. The essence is to perform the official duties lawfully and construct the government under the rule of law. City and county governments are in the forefront of our organs of political power and they are the important executors of the law, regulation and policy. Whether the city and county governments can perform the official duties lawfully or not plays a basic and key roll in rapidly constructing the government under the rule of law and contributing the local economic development. Based on Ordos, a western city rapidly developed, this article deeply analyzed the motivation and measure that Ordos government took to promote the construction of government under the rule of law. This article supposed to enrich the theory study and practice on government performing the duties according the law through this representing point. Investigated the lawful performance of Ordos government in recent years and analyzed the existing problem and restrict factors in the process, this article researched the motivation to promote the government performance lawfully in Ordos with rapid economic development through economic and legal measures. Then, this article compared and analyzed Ordos with Shenzhen and Hunan province which are the typical ones in the constructing the government under the rule of law. Finally, it is pointed out that the aim of performing official duties lawfully in such economic rapidly developing region such as Ordos should be determined step by step with respecting the law. The first step should be to construct a sunny government and a law-respected government to contribute to the government under the rule of law. The unbalance measure of the introspection and external pushing will be a developing measure to select. In practice, the breakthrough point should be selected properly to minimize the restrict factors, to motivate all kinds of pushing factors and strength, to proceeding the construction the government under the rule of law and to structure the harmonic society. This article also pointed out that Ordos can be the reference for the other economic rapidly developing region to determine the aim, research the measure, promote the legal process and prepare a good environment for regional economic development.
