Research On The Evaluation Of Ordos Mine Ecological Immigration Benefits

In recent years,with the rapid development of economy of Ordos, ecological destruction and environmental pollution problems have become increasingly attention, especially, some coal mines produced a mined out area and the subsidence area,have endangered people’s life and property safety in mining area.For the pursuit of sustainable development,to effectively solve the contradiction of mining area and the masses, Since 2009, Ordos City Hall implemented the projects of mining area ecological immigrant. Whether the projects can achieve the expected goal and get good benefits, or what are the problems with it, these questions are all lack of scientific and effective evaluation. My paper intend to do empirical research on these issues.Nowadays, studies on Eco migration project evaluation are less,but more on agricultural and pastoral areas of immigration programs which be concentrate upon ecological benefit,economic performance and social results etc. Researchers use cost-benefit method and AHP method to evaluate these programs, from the view of macro index. Mining immigrants in Ordos are different to other areas of the Nei Monggol or the pastoral immigraants of Ningxia Autonomous Region. We can’t copy the evaluation method of ecological migration in pastoral areas,which be based on the ecological improving macroeconomic indicators indicators ofsocial and economic development to analyse the mining area of immigrant project benefit.My point of view, the fundamental purpose of ecological migration in mining area is not only to improve the living conditions of the masses, what is more important is the ability to achieve sustainable development.My paper will be based on the theory of sustainable development, in the "people-oriented" concept of scientific development as guidance,and set up one index system of ecological immigration mining project evaluation according to the characteristics of mining immigrants,from the perspective of survival and sustainable development of mining area of immigration. This paper use descriptive analysis method and factor analysis method to conduct the evaluation and analysis of Tongchuan mining area immigration in Ordos by sampling survey. I want get to propose effective solutions and policy recommendations by exploring the ecological immigration process in mining area and the existing difficulties and problems,The practical significance of the research is not only on the region’s immigration program improvement and the enhancement, but also on exploring and summarizing the experience of resettlement,there is important value to promote the development of the theory and practice of immigration.
