China's complaint reception system as a political system has a long history and has the foundation of civil,political participation and public expression, playing a communication bridge between the State and citizens of the important role and being a link in different historical stages. As China's rapid economic growth and the accelerating process of political system modernization,more and more people aware the importance of rights, therefore the increasing number of the violent social conflict in the activities lead to the increasing number of the complaint reception case. As a part of the personal nature policy, china's complaint reception was pushed to the cusp of academia controversy. However, in the current society, the current complaint reception system plays a important role to protect the interests of vulnerable groups, to provide channels for public expression, to promote legislation, to improve law enforcement and justice and institutional innovations.it is Arbitrary and harmful with "shock therapy" to get rid of this system. In the 2010 government work report, Premier Wen Jiabao made it clear that we need to strengthen and improve the china's complaint system. In the premise of the complaint reception system and under the administrative commission principles, this article construct a new system of administrative complaint reception transaction processing entrustment system, maximize the function of complaint reception.Because present ways of the administrative complaint reception system are difficult to meet people's demand for complaint reception, and because there is a need of finding and resolving disputes in early stage, it is a requirement that is the emergence of a new mechanism in the administrative complaint reception system. Based on the theory of administrative decentralization and the theory of controlling administrative power, and under the current laws, this article constructs a new system of administrative complaint reception transaction processing entrustment system. In order to achieve administrative goals and resolve disputes, the administrative authorities within their jurisdiction entrust their administrative authority to the complaint reception authorities, then the complaint reception authorities exercise the administrative functions on behalf of the delegated administrative authorities, finally the legal effect of the act belongs to the delegated administrative authorities. This system function defined as the expression of interest, to resolve disputes and rights of supervision. The two parties of this system are at the same executive level people's government. Consignors are the administrative authorities, while Consignee are above the county level special complaint reception authorities. The scope of this system is limited in the administrative functions affairs. Procedures of this system include written transaction commission, announced to the public and commission record to the people's government. The responsibilities of this system include the responsibility within the scope of delegated authority and beyond the scope of delegated authority. Because of the purview responsibilities of complaint reception authorities, the complaint reception authority as a special trustee has different supervision ways in different stage of this system.
