With the continuous development of social economy in China,the great leap of comprehensive and deep reform,the deep implementation of comprehensive rule by law,the significant improvement of citizens educational level and the gradual increase of Internet popularity rate,citizens are also gradually waking up and strengthened for their awareness of right and interest articulation.Their eagerness for the realization of right becomes stronger and stronger.Citizens hope that they can participate in the administrative behavior of the government through multiple approaches so that they can influence the decision and administrative method of the government to express their own appeal and maintain their own rights.Administrative complaint is one of the commonly seen methods.Handling administrative complaints well which is an important embodiment of the party's adherence to the mass line,is not only conducive to resolving social conflicts and disputes,maintaining social harmony and stable development,but also establishing a good relationship between cadres and the masses.In view of this,over the past decade,administrative complaint centers have been established throughout China to handle complaints within the jurisdiction of the people's government at the same level.Nanhai district administrative complaint center as internal institutions of Nanhai district people's government,since formally founded in 2008,through perfecting the implementation of the relevant administrative provisions complaints and flexible use of Foshan city administrative complaints electronic monitoring system,the area under its jurisdiction to supervise the administrative behavior of each function unit to extend daily supervision to the masses "within reach" place,letting the power to run in the sun.At the present stage,the handling of administrative complaints in Nanhai district of Foshan city has become relatively standard and mature,and the quality of replies to complaints has been continuously improved,which to some extent promotes the continuous innovation of the supervision and inspection mechanism.This paper compares administrative complaints with complaint reporting,administrative litigation and administrative arbitration,and interprets the connotation of administrative complaints.To accept and handle the administrative complaint center,located in Nanhai district,Foshan city,the administrative complaints as the research object,adopt literature study,investigation method,combined with the actual working condition and related statistical data.In the area,we found the process of administrative complaint handling system of binding,accepts the mechanism level controls the lax,poor platform data processing ability,poor complaint handling process and other issues for discussion.This paper analyzes the causes of the existing problems from three aspects of system and mechanism,ideological understanding,warning and supervision,and concludes that the related work of administrative complaint handling in this region still needs to be further improved.By referring to the advanced experience at home and abroad and aiming at improving the efficiency of administrative complaint handling,this paper puts forward nine suggestions from three aspects: perfecting the construction of administrative complaint handling system and mechanism,focusing on expanding the functions of administrative complaint platform,and strengthening the supervision and management of complaint handling process.
