This paper analyze the of impact of public reforms in Mozambique, the context in which the reform as introduction, the goals of reform 2000–2011, implementation strategy. How this experience can help to improve public sector performance and promote good governance.Since 2001, the government of Mozambique embarked on the implementation of the Global Strategy for Public Sector Reform 2000–2011 (GSPSR) with focus on service delivery, decentralization, institutional restructuring, public sector professionalism, financial management and accountability, good governance.The main elements of the reform include restructuring of ministries and public institutions, developing more effective public institutions, implementation of a pay reform, increased competency development of civil servants, increased decentralization, and providing better services to the general public and the private sector. For the study had as theories based the approaches about contemporary reforms aimed at good governance and new public management.Most of the more recent reforms, under the influence of the New Public Management, have been driven by a combination of economic, social, political and technological factors, which have triggered the quest for efficiency and for way so cut the cost of delivering public services. Additional factors, particularly for Mozambique was that public sector provision was inefficient and often ineffective, include lending conditional ties and the increasing emphasis on good governance.Public sector reforms in Mozambique face a number of challenges because fundamental change demands sustained effort, commitment and leadership over many generations.Against this background, the needs arises for Mozambique to leans from other's experiences in term of efforts at public sector management reform, in this respect through cooperation, conducting comparative studies on reform experiences and providing relevant information on best practices, challenges and strategies for improving public sector reform performance.This article is divided into five parts as follows:1. The introduction presents the main motivation for write this paper. The 20th century, the late 70s early 80s, a massive wave of administrative reforms launched in the world, this administrative reform movement was seen as "re-public sector" of the "New Public Management movement. " The late 90s, there is a growing preference for "new public management" concept. Of the world's largest 123 countries conducted a survey showed that important government reforms are being carried out around the world. To a large extent, similar reforms have also occurred in other different countries. The experience of Mozambique during 1980s and 1990s public sector provision was inefficient and often ineffective.2 .The debate on good governance and its requirements has provided an impetus for new approaches to public sector reforms.3 In Mozambique, the public sector reform is a gradual process of development arising. With the 1975 independence and the implementation of global strategy, introduced in 2001, public sector reform. During this time, Mozambique's public administration has gone through three important stages4. Provides a snapshot of public sector reform process, and discussed public sector reform in Mozambique the process, opportunities and challenges. How to make good use of experience in this area can help to improve public sector performance and promote good governance.5. The evaluation of the public reform in Mozambique. The Public Sector Reform shows that much progress has been achieved, and facing some challenges as the focus of the program, that have impact on the lives of citizens.In general it appears still weakness in the systems of governance in respect to accountability, rule of law, service delivery and participation.6. Conclusion, the public reform in Mozambique is still need a lot of efforts and commitment, involvement of all the Mozambique society.
