In recent years,under the guidance of the concept of "people-oriented" human resources management,assessment and evaluation as a technical means is widely used in public sector performance evaluation and recruitment of public officials,job promotion,remuneration and management constraints and other aspects.Improving the evaluation mechanism of public sector is not only related to the level of human resource management in public sector,but also related to the improvement of public sector administrative efficiency and service quality.Firstly,this paper analyzes the current situation and predicament of the assessment and application of big data in the public sector(including public sector and public officials)from the shortcomings of the traditional bureaucratic personnel management.Then,case study is made on the assessment and application of big data in Yunnan provincial public sector.After an in-depth analysis of the assessment and evaluation of the public sector and the use of big data,the "DI KW system" formed by data,information,knowledge,and wisdom was adopted to determine the stage of information technology development.It is concluded that the evaluation of the public sector in China is in the critical stage from informatization assessment to big data assessment.Based on this conclusion,the author puts forward the target of the application of big data in solving the difficult situation of assessment and evaluation.The information mining technology,continuous record processing ability,information screening technology,and block chain technology of large data are used as the key points.Finally,the paper proposes the establishment of a public sector assessment and evaluation system with five components:collection,integration,analysis,feedback,and use of large data resources.It also discusses the implementation of the evaluation and evaluation system and the innovative path,and puts forward the limitations of the use of large data in evaluation and evaluation.And looking forward to the development trend.The conclusion of this paper mainly has four aspects:First,the method of evaluation and evaluation of the current public sector must change with the times;Second,in the assessment and evaluation of the public sector,through the comprehensive collection and analysis of objective facts information through large data,so as to effectively solve the information asymmetry in the assessment and evaluation,the assessment of participants 'interest considerations affecting the evaluation results,and the evaluation data sample extraction validity is not enough;Third,it calls for the establishment of a public sector assessment and evaluation system with five components:data collection,integration,analysis,feedback,and use.Fourth,the establishment of a five-part assessment and evaluation system in the public sector needs to further establish and improve the indicator system,optimize the management system,build a data platform,break down the information island,and realize data intercommunication between the public sector,so as to enhance the information and scientific level of public sector assessment and evaluation.
