The SWOT Analysis And Countermeasures On The Development Of China's Charitable Organization In Social Transformation Period

After the reform and opening up, with the development of the market-oriented economics and society, China's charitable organization obtains a breakthrough development both on quantity and scope, has being an important force on building the socialist harmonious society gradually. However, on the whole, the development of our charitable organization is still at an early stage, which level is relatively lower, and still facing many problems in the process of development.Firstly, based on the relevant writes that both at home and abroad, we determine several important conceptions, for example: non-profit organization,charity and charitable organization, we also analyze and illustrate the status, function and theoretical foundation on the development of China's charitable organization in social transformation period. Secondly, the paper selects A Province's charitable organization as a case research and makes a overall analysis on internal and external factors on the development of China's charitable organization by using the SWOT model. Making advantage analysis in terms of operating costs, operational efficiency and reaction extent; making weakness analysis in terms of capital, human resources and credibility; making opportunity analysis in terms of political, economic,cultural and social conditions, making threat analysis in terms of civic charity awareness, laws and regulations policies. Finally, based on the analysis above, the paper proposes the Countermeasures that promote to develop China's charitable organization in social transformation period. On one hand, we should strengthen self-construction of the charitable organization in social transformation period. Using effective strategies to enhance the capacity of raising fund, improving the quality of workers and strengthening human resources construction, fully exerting the autonomic and heteronomous effect to enhance the credibility of charitable organization. On the other hand, constructing external support system on the development of China's charitable organization in social transformation period. Fostering strong sense of charity and creating good public environment; establishing relevant regulation policies, then changing the government functions in order to separate government functions from enterprise management according to the laws and regulations about charity's development.
