The vertical management system is now an important part of administrative reform in our country is considered as beneficial trying and means to adjust the relationship between central and local, and the public gives the highest expectations to the management style. The vertical of management system is a product of special historical reforming period, so this article begins with the development process of the vertical management system, combines with the big background of adjusting the relationship between central and local, analyzes the historical changes of this system, knows that this stage of the vertical management system is different from the traditional planned economy period, requires rational treatment.A correct approach to the attitude of the vertical management, needs objectively analyze the advantages and disadvantages of management style. Vertical management deploys united by Central and higher authorities through the personnel and financial, got rid of the shackles of local interests in a certain extent, strengthened the regulation and supervision of the central government to local, maintained the central government's authority, promoted and accelerated the change of the local government functions, also improved the admini-strative efficiency of the professional functions. But there should also know that this pattern will bring some negative effects, such as causing and exacerbating " compartmenta-lization "contradictions and "every" contradictions, so that the administrative efficiency of local governments reduced, and sector corruption, who are interested in the vertical management model always exaggerate the corruption within the department, are lack of disadvantages of this mode.Government vertical management system in the trend of local autonomy, its professionalism and effectiveness has reflected the necessity of the existence. However, this model can not be infinitely extended, there should be key periods. Therefore, after correct understanding of the effectiveness and disadvantages of this system, the basis should be made in countermeasures, and continuously improves the government vertical management system, which is the focus of this writing. Firstly, to strengthen self-construction of vertical admini-stration, improve internal incentive mechanism and establish a comprehensive supervision system. Secondly, we must regulate the relationship between vertical management organization and local governments, and further rationally divide the respon-sibilities between central and local, establish institutions and local government coordination straight consultative mecha-nisms and dispute resolution mechanism. Finally, aiming at the vertical management system, on the basis of reasonable definition of the functions of central and local, should make the appropriate adjustments. Considering national public service department to execute central vertical management, in vertical management model, can take supervision of vertical management more and more.
