The Difficulties And Solutions Of The Relations Between Maritime Affairs And Local Governments Directly Under The Vertical Management System

Shenzhen Maritime Safety Administration is the vertical management agency of the central government,under the Ministry of Transport.As Shenzhen area of maritime safety supervision authority,the Shenzhen Maritime Safety Administration undertakes the prevention of pollution from ships in the area and the water traffic safety management.As the vertical management agency,the Shenzhen Maritime Safety Administration collaborates smoothly with the Shenzhen local government in the actual management process.Shenzhen Maritime Safety Administration using its own business characteristics and advantage to determine the cooperation of maritime search and rescue with the Shenzhen Municipal Government through communication and coordination.Both parties set up a joint Maritime Search and Rescue Center of Shenzhen and Shenzhen Maritime Safety Administration undertakes its daily affairs.Shenzhen is China's first-tier city with developed shipping industry,long coastline,numerous large ports and high-density ship routes.As the economy continues to develop in recent years,Shenzhen Shipping industry growing rapidly under the support of Shenzhen Municipal Government.The number of ships entering and departing the port,cargo and dangerous goods throughput have been living in the forefront of the world's ports over the years.As a result,Shenzhen Maritime Safety Administration is facing the increased pressure on managing water traffic safety and preventing pollution from ships such as dangerous goods storage and transportation issues.Since the Shenzhen Maritime Safety Administration and the Shenzhen Municipal Government belong to different superior unit with various mechanisms and management.The former implements "single administration," the latter implements "tranches administration".Therefore,the coordination between the two parties can not be adjusted and updated on time,disagreements and contradictions affect the use of social management functions.Nowadays,with the proposed national "along the way",the "Marine Silk Road" strategy and the establishment of Shenzhen Qianhai & Shekou FTA,Shenzhen is facing great opportunities as being a national important port city.It is particularly important for the Shenzhen Maritime Safety Administration and the Shenzhen Municipal Government to coordinate on solving the current problems and to smooth the mechanism.Thus,this paper is going to focus on the present situation of the Shenzhen Maritime Safety Administration and the coordination mechanism at all levels of local government in Shenzhen to identify the main issues contained therein.This paper will also combine with our vertical management system to analyze the problem through the phenomenon and proposed problem-solving suggestions and measures.
