| It causes tremendous losses of economic values and ecological values, destroys or disturbs significantly local ecosystems, as well as degrades and even damages their ecosystem services that real estate development takes up so much lands (usually fertile farmlands).Generally, the losses of ecological values are larger than economic values, from the view of sustainability. China focuses long on economic compensation, instead ignores the compensation of ecological values. Currently, real estate developers do not have to pay for the losses of ecological values which they bring about. It is, therefore, harmful to ecological environment and socio-economic development very much. It is necessary and very meaningful to levy an additional tax,namely real estate eco-taxes, on them, which is compensation for ecological value losses.This paper discusses the construction of real estate eco-tax system.The whole text consists of three parts. In Chapterâ… , the necessary concepts, which are relevant to real estate eco-tax system, are defined cautiously, including eco-taxes,real estate eco-taxes, etc. Meanwhile, it discusses the theoretical foundations of levying real estate eco-tax, i.e. externality theory, public goods theory, scarcity theory of environmental resources, eco-environmental value theory,sustainable development theory and theory of marginal utility value.Chapterâ…¡analyzes the necessity and feasibility of levying real estate eco-taxes, as the real estate developments destroys ecological environments as common goods and results in vast losses of ecological value. Levying real estate eco-tax is meaningful in the era of irrational development of real estate industry, demonstrating strong requirements from societies and the current epoch. And China possesses a lot of beneficial conditions conducive to the establishment of real estate eco-tax legal system. Chapterâ…¢analyzes the difficulties of establishing such a legal system, and then presents the framework of the legal system and details corresponding measures. |
