Since the 16th national congress of the Party, research and advocacy of construction of ruling capability of Communist Party of China is continuous progress, especially in Fourth Plenum of the 16th CPC Central Committee make a system to enhance the construction of ruling capability Special decisions in history, and comprehensive and in-depth expatiated on ability of administration intention,mission and other aspects. Ability of Administration is the ability to make and use the party's correct theory, line, principles, policies and strategies, leadership development and implementation of the Constitution and laws, to scientific leadership system and leadership, to mobilize and organize the people to manage state and social affairs according to law, economy and culture, effective governance of the party, state and army, the ability to build a modern socialist country. The main mission, namely: Continue to improve the socialist market economy, the ability to develop socialist democracy and building socialist advanced culture, a harmonious socialist society the ability to respond to international situations and handling international affairs.
