The Study On Administrative Divisions Regulation After Disasters In Ancient Of China

China is a disaster-prone country,when the natural disasters come, they always bring great harm to people. Faced with terrible natural disasters, ancient people often take the appropriate measures after disasters. Administrative divisions is a national arrangement of structure system .In other word , it is a country in its own territory the exercise of national rights and the implementation of the national carrier of the task. So the government always regulate the administrative divisions to respond to variety of major accidents, such as natural disasters. After the terrible natural disasters, the government always regulate administrative divisions in the reconstruction process where the area was severely damaged by relief disaster in ancient of China. In this paper, we review all the actions of regulating the administrative divisions by the government after natural disasters from the original administrative divisions to the end of the Qing government , then we investigate administrative divisions regulation on account of which types of disasters and how to regulate the administrative divisions in ancient of China. We intend to find the internal reasons of administrative divisions regulation. Further more , we make a thorough inquiry the social effects of the administrative divisions regulation after disasters. Finally , we give some suggestions for area reconstruction, economic recovery and disaster mitigation.This thesis consists of five parts:The first part , Prologue. The prologue elaborate the research situation ,the worth of the topic, the frame of the treatise and the new points of this paper. And then we review the related study about administrative divisions regulation after disaster in ancient of china. We introduce it from six aspects, including: (1) the study of the major natural disasters, (2) the disasters management, (3) the model of government responds after disasters ,(4) the history of administrative divisions geography, (5)the administrative divisions regulation, (6) the social effects of administrative divisions regulation.The second part, the types of disasters which lead to administrative divisions regulation in ancientof China .There are a lot of disasters in history.They damage the society's political, economic ,demographic and so on. So the government were compelled to regulate the administrative divisions in order to maintainning political stability and promoting society development. Based on the large amount of historical literature, we obtain the following resultes: the disasters which can lead to administrative divisions regulation are usually causing great damages to social production and lifes.Such as floods, droughts, earthquakes, locusts, etc., they will be discussed in the article in detail.The third part, the basic forms of administrative divisions regulation after disasters in ancientof China. The main content including the migration of legacy, the merging or removing of administrative divisions, the administrative divisions reconstruction, building and replacement, the administrative divisions level changing. and establish administrative divisions in other places.
