China and South Korea are both centralized unitary state, Economic development, political and cultural characteristics, beliefs, language of the two countries have many similarities. In the administrative division and administrative institution of South Korea, The division level, type, set the conditions to the change process are determined according to the law, Particularly low level, a large range of management, but effective control of the central place through various means, and deepen the decentralization reform of experience, we can learn from it. In the1990s, Korea has made the achievement of the economic development of the global attention, and South Korea, although China has a relatively complete in the history of the traditional administrative divisions, but after the founding of new China, especially since the reform and opening upaccompanied China’s rapid economic development, political reform in China’s backward economy to some extent, the pace of development, coupled with vast, with many ethnic groups, the complexity of the situation, in a specific operation, the difficulty of the Administrative Divisionbig.
