On Effective Expression Of Network Public Opinion During The Process Of Public Policy Making Process Of China

Public policy, as public rules of conduct and public behavior norms for the government managing public affairs to receive public interests, is essentially used to solve social contradictions, balance conflict of interests and manage social public affairs. A well public policy could effectively allocate social resources, reduce conflict of interests between different people and promote the sound development of economy. Public policies are affected by various interest groups. Lack of wide participant of citizens, it is unable to consciously express true wishes of citizens, not even to guarantee the scientific process and democratization of public policy. With the development of society and social affairs, and the shortcoming presenting in the traditional participation method, it is not easy to satisfy the desire and requirement for citizens participate public affairs.In recent years, the rapid development of network technique deeply affects the political living means of contemporary people. More and more people take part in the process of making government policies through the network. Our governments at all levels are paying more and more attention to public opinion on the internet. To understand their needs through the network, set and adjust administrative politics has becoming the new forms of government administration. Inquiring politics on internet improves transparency and democratization degree of government administration, becoming the important tool of formulating public policies. Political revolution caused by the development of network technology is assured to be more profoundly influence the public policy system of government, thus more related to the realization of reasonable distribution of public interests.In 2008, general secretary of Hu visited the Qiangguo forum on Xinhua net, and heard the opinion of netizen, indicating the formal beginning of that public opinion on the internet has been attracting the attention from government and the supreme leader. Network, as a new carrier for citizen participation, its openness and equality greatly stimulated the enthusiasm for citizen to participate public affairs, and the freedom and convenience of network participation also greatly reduces the cost of citizen participation.At the same time, all things are the unity of contradictory opposites, network, as new expressing method, shows some degree drawbacks of underrepresentation, irrational participation, non-formativeness, and etc. As citizens further participating public policy formulation through the network, it is certain to appear many new problems accordingly. To explore how to maximize the role of netizens'opinions'in the process of public policy formulation, regulate various behaviors of internet participation, make the network opinion expression form an orderly mechanism, are essential to ensure the value orientation of public policy, and build a service-oriented government.The present work is divided into five parts. The preface mainly introduces the reason of choosing this topic and its significance of the work. And it summarizes the achievements of network expression research and theories at home and abroad, puts forward the study ideas and methods, then states the originality of the work.The second part is mainly concerned with the explanation of the core concepts as public policy and public opinion on the internet. We discussed the theoretical basis of citizens participating in public policy, which is the basis of following internet citizen opinion study.The third part states the significance and the challenge of internet citizen opinion during the process of public policy formulation. On the one hand, internet citizen opinion is positive for public policy formulation, which is an effective complement on traditional citizen participation method, promoting public policy agenda setting more reasonable, and ensure public policies more scientific, on the other hand, as a new type of presentation, it is challenge for public policy formulation. This section also discusses the theoretical basis of deepen into internet citizen opinion.The forth part analyzes the current situation of Chinese internet citizen opinion, introduces the platform of internet citizen opinion expression, and summarizes the problems presenting in the process of internet citizen opinion expression, and makes a detailed analysis.Finally, it is the most important part of the present work. It is the strategic thinking of effective way of Chinese internet citizen opinion expression. We make a detailed list of constructing the effective way of Chinese internet citizen opinion expression, as from the level of government system construction, the perfection of technical means, the improvement of citizen quality, and soundness of laws and regulations, and etc.Through the use of theory knowledge of management, public policy, political and social science and etc, accompanying with internet citizen participation, we are trying to analyze the previous experience and realistic problems, to discusses how to improve the effective way of internet citizen opinion expression, so that to provide reference for government public policy formulation from now on.The originality of this paper is that it is combined with the past excellent research achievement, analyzing the present network opinion expression, putting forward the existing problems. And lastly it discussed the effective expression method of internet citizen opinion for the aim of operability and effectiveness of the study.
