Our Country Citizen Network Participation In Public Policy Research

Public policy is the main way that government provides public services and manages social affairs. Its essence is the authoritative distribution for the public interest. Because of public policy is representative of the public interest, therefore the participation of citizens in policy formulation is the foundation, which is the validity, the rationality and enforceability for government public policy.With the rapid development of information technology, network public space has become a new public space. It has the characteristics of the equal, diversity and interactive. It expanded the channels for citizens to participate in the formulation of public policy. It also provides a new platform for the participation of citizens. But as a "double-edged sword", the network citizens’participation still has some defects. For instance, abnormal participation affected the scientific of public policy, irrational participation affected the effectiveness of public policy, and disproportionate participation affected the representative of public policy. According to analyzing the reasons of the problems, this paper put forward the corresponding countermeasures, from the government, the network participation subject, legal system construction, technical guarantee four aspects. For instance, vigorously promote e-government and actively guide and regulate the network public opinion; Improve the quality of citizen participation and abide by the network policy network ethics; Perfect network legislation; Accelerate national information infrastructure construction and develop some new technology to govern network environment; In order to improve the ability for network citizen to participate in public policy formulation. Ensure the public policy is scientific and democratic, in order to realize public interests.
