Natural monopoly industry is important for most of us, the products or services he provides are the social public daily necessities , its price and quality relates to the whole social economic life, so the laws of natural monopoly industry are particularly important.The thesis is divided into six parts: First part,basic on the meanings of natural monopoly ,the thesis introduces the economic concept and the legal concept of natural monopoly respectively .then introduces the basic theory of natural monopoly that closely related to. They are: the economies of scale, economies of scope and cost Sub additivity. Finally expounded the unique characteristics of the natural monopoly, and the causes of the natural monopoly.Second part, the thesis analyze the exemption system and the necessity of regulation in natural monopoly industries. because the particularity of national monopoly, some traditional natural monopoly industry for example : telecom, postal are not applicable to the anti-monopoly laws. mostly, they are regulated by government. However, the shortcomings of natural monopoly are increasing . so the regulation of natural monopoly industry appears imminent. The object of exemption system is essentially a monopoly or restrict competition behavior, if all of its business and behavior are absolutely unconditional, implement the exemption of negative influence, monopoly will be greatly enhanced. Therefore, the anti-monopoly law is not comprehensive, except the effectiveness of absolute, but there are conditions and relative immunity. due to the lack of competition in natural monopoly industry, the resources allocation efficiency by direct negative effects, industry or enterprise profit margins is lower or unreasonable, the price can't correctly reflect the market supply and demand. In our country, because of natural monopoly enterprises controled by government in different levels ,it is special enterprise.in a certain range they have administrative monopoly license. So, we should allow certain monopoly factor, but also need necessary regulation. Third part, introduces the status of natural monopoly regulation in different countries. Mainly about United States, England and Japan. Generally speaking, in different countries natural monopoly all experienced this process :from protection to regulation. Although different regulation have characteristics, but overall they all basic on the methods that combines law regulation and government control .Fourth part, with China telecom, electric utility as example, respectively analyses the present situation of natural monopoly industries. After reform of natural monopoly industry, China's natural monopoly has greatly improved. We fully affirmed in these achievements. But at the same time, some problems still exist.Fifth part , according to the analysis of the natural monopoly in the previous parts, aiming at the problems existing in the reform and perfection, the thesis gives some suggestions. we should strengthen the competition mechanism, actively introduce folk capital, perfecting the system of enterprise product pricing, deepening reform the management system of enterprise, strengthen the regulation of administrative monopoly.
