Since modem times, particularly the 20th century, Russia has been an important actor in the development of the international relations. .After the disintegration of Soviet Union, Russia, as a newly independent country, has fallen back to the level as in 300 years ago and occupies only the central part of the Euro-Asian continent. It becomes a powerful nation with regional and civilization interest. However, thanks to Russia's rich relics of the history and culture, and the strong potentiality of the development, Russia still plays an active and big role in the development of the international relations. At the same time, India, as a regional power in the south of the Asia-European continent and a member of the "nuclear club", also becomes an important variable in the construction of the international relations system. And its development cannot be ignored in this century. For this reason mentioned above, it is necessary to pay much attention to the reality and the trend of the development of the Russia-India relations. As a cornerstone of bilateral relations, Russian-Indian military cooperation is even more important. Russia's military cooperation with India has a long history, as early as the late fifties of the twentieth century, the two countries has already begun military exchanges, and this relationship continues to this day. Such a good relation considered as the cornerstone of sound development of bilateral relations.In August 1962, the Soviet Union and India signed a bilateral free trade agreement .It marks the formal establishment of bilateral military cooperation between Russia and India. In the following times, throughout the Cold War, Russia and India maintained a relatively close military cooperation. In August 9, 1971, the two countries signed the "Peace and Friendship Treaty". The Soviet-Indian military cooperation will also be pushed to the height of Quasi—military alliance. Such good relations continued until the late 80s early 90s, because of Russia's domestic environment, the changes in national power and its corresponding foreign strategic adjustment, the status of India in Russia's foreign strategic was marginalized. As a result, the Soviet-India military cooperation was between the period at the twists and turns. But this state did not stay long, because of Russia's pro-Western policies did not work, the Soviet government also adjusted to double-headed eagle, making India into the focus of Russia's foreign relations. From the nineties to now, the military cooperation between Russia and India has been at an unprecedented pace up.The domestic and foreign research in Russia and India's military cooperation has yielded fruitful results. From the view of both the characteristics and forms of Soviet-Indian military cooperation, the military cooperation between Russia and India has changed from the traditional arms trade to a high-level, multi-level, two-way cooperation. This paper compiles records of Russian-Indian military cooperation from 1950 to 2008. Make a more systematic analysis on the motivation of Russian-Indian military cooperation from the subjective and objective factors. In subjective factors, from the strategic culture and the concept of security of each of the parties, analyzes on the subjective aspects between the two sides. In objective factors, this paper starting from the strategic environment. The strategic environment is divided into domestic and international strategic environment, which, in the international strategic environment, focused on the United States and China factors on the Russian-Indian military cooperation relations.From the full text of view, uses the theory of national security strategy as a framework. In this structure, analyzes Russian-Indian military cooperation from a subjective and objective impact and focuses on the each factor. And then forecasts the prospects for Russian-Indian military cooperation.
