Soft Power Have Influence On China's Diplomatic Strategy

With China's sustained and rapid economic development and the improvement of international status, There is a growing need to play the role of soft power in China's diplomatic strategy. To give full play to the role of soft power, we need to start thinking seriously about the concept and features of soft power, the relationship between the soft power and diplomatic strategy, the meaning of the soft power in China's diplomatic strategy , the positive impact of soft power for China's diplomatic strategy, and the limitations of soft power in China's diplomatic strategy. The purpose of the thesis is to learn from the results of existing research. And to systemly analyse and explore the soft power of China's diplomatic strategies. The thesis is divided into four parts.The first part is about the analysis into the background of soft power theory, the background of the soft power theory from economic development of globalization, social forms of information technology to international relations of multi-polar perspective role, and the age reasons for its power development.The second part is about a clear concept of soft power. Soft power is defined as a country's ability to secure other countries'understanding, approval or cooperation by some non-mandatory ways, such as the use of cultural, political, diplomatic, values, and other resources. And the main elements of soft power are pointed out. Soft power is summarized as six characteristics: non-mandatory, interactive, internal displacement and relative nature of comprehensive. There is also simultaneous analysis of the relationship between the soft power and diplomatic strategy. That is, diplomatic strategy has strategic needs of soft power while soft power has a major impact on the diplomatic strategy.The third part is about a clear goal of China's diplomatic strategy. After the Cold War, the strategy aims is to safeguard China's independence, sovereignty and territorial integrity; drive and create a favorable international environment for China's reform and opening up and modernization; to safeguard world peace and promote common development; and to build a harmonious world. China's diplomatic strategy development after the Cold War can be divided into two periods:"Keeping a low profile, and the peaceful development. It is concluded that the peaceful development of China's diplomatic strategy of the new century has four characteristics: the national interests of China's diplomatic strategy is the developing foundation and basic premise; the role of the international system is emphasized; multilateralism is a means to achieve China's diplomatic strategy; and a harmonious world is the new target of China's diplomatic strategy in the new century.The fourth part is the focus and basis of this thesis. It mainly deals with the current situation of China's soft power, the significance of soft power in diplomatic strategy, its positive impact on China's diplomatic strategy, its effect limitations on China's diplomatic strategy and the reasons for such limitations. And some of the recommendations about "the development of soft power and the promotion of China's diplomatic strategy, ". The present status of soft power is analyzed from the cultural, political values, the Chinese model, the country's image, and diplomatic point of view of new concepts. Soft power of China's diplomatic strategy has positive significance. It has positive impact on China's diplomatic strategy, improves the legitimacy of China's international status, shapes a good national image for China and can be achieved to safeguard national security requirements. Soft power has limitations in China's diplomatic strategy: soft power is dependent on powerful resources and determination and will in the use of resources for its part to play in the diplomatic strategy. Its role in diplomatic strategy relies on a powerful mass media's backing and its effect depends on the reality of the country by the movement and characteristics. The reasons for limitations of its impact on China's diplomacy strategic impact are that China's soft power is not very great, which has restricted its influence on China's diplomatic strategy. And, the accurate positioning, systems planning and overall arrangements of China's soft power need to be standardized and unified. Besides, there is a lack of coordination between our soft power and hard power, and, their effective interaction need to be strengthened. Finally, the following proposals on the development of soft power and the promotion of the China's diplomatic strategy are put forward: to promote innovation and development of mainstream values to ensure the building of China's soft power direction, and to vigorously participate in the international system, the development and innovation, in order to continue to enhance the soft power to provide a powerful impetus and protection. A sound soft power is responsible for planning the professional institutions and mechanisms to enhance the effectiveness of the use of soft power to enhance the skills and the ability in using the media to show our good image of a big country, coordinated at the national level exchanges with other countries to strengthen the importance of non-governmental organizations in the role of soft power building, strengthening China's diplomatic strategy in the use of soft power and hard power of coordination and balance and so on.
