Analysis On Realizing Basis And Forms Of Chinese Deliberative Democracy

Although modern deliberative democracy theory originates from the west, Chinese deliberative democracy enjoys practice for a long time. While western deliberative democracy's coming to China stimulates the academic community to rethink Chinese deliberative democracy. Chinese political scholars made in-depth analysis and research on Chinese deliberative democracy, and Chinese deliberative democracy was finally promoted from practice to theory again, from scattered to centralized, from deduction to induction, accomplishing the second leap of"theory– practice– theory"in Marxist philosophy. Chinese deliberative democracy is propounded on the basis of summarizing practice of deliberative politics in China, and has its own development course and operation mechanism.In this paper, realizing basis and forms of Chinese deliberative democracy are presented. Nowadays, China's socialist democracy has rapidly developed, and the study of Chinese deliberative democracy is of great realistic significance. The introduction to this paper emphasizes the background and current situation of deliberative democracy development, and briefly describes the study approach adopted and the main content of this paper.The first part is for overview of deliberative democracy on its connotation, characteristics and function from both points of the west and China. By the discussion and comparison from the two points, it is meant to explaining that Chinese deliberative democracy is an important constituent part of deliberative democracy, and shares the connotation, characteristics and function of western deliberative democracy. In addition, given the actual conditions of China, Chinese deliberative democracy possesses its own unique theory framework. The basic concept of Chinese deliberative democracy sticks to china's realities, which gives an embodiment of this paper's emphasizing contemporary spirit.The second part discusses the realizing basis of Chinese deliberative democracy from three aspects of theory basis, history basis and realistic basis. Chinese deliberative democracy develops with profound theoretical deposits which include five aspects of traditional culture, people's democratic ideology, multi-party cooperation theory, united front theory and mass line theory. Two events in history of"three-thirds system"and former CPPCC are presented as the historical basis. Realistic basis focuses on economic foundation, social foundation, institutional foundation and technological foundation of the development of deliberative democracy.The third part describes the realizing forms of Chinese deliberative democracy at the level of political system in China and mainly introduces the legislation proposal of the people's congress system, the government's democratic decision, multi-party cooperation and political consultation system. This part gives a description of the practice forms with the basic functions of all fields as the clue to develop the potential of abundant deliberative resources in those fields. The brief description of the above four political systems at national level demonstrates that Chinese deliberative democracy means far more than political consultation.In the fourth part, the realizing forms of Chinese deliberative democracy in grass-route society domain are introduced. This part mainly introduces democratic discussion system, democratic hearing system, democratic counseling system and wage collective consultation system. With the guidance of these systems, various concrete practice forms such as democratic talkfest, community council and democratic appraisal meeting become active in the grass-route society of China. All these practice forms have well demonstrated the expansive development prospects of Chinese deliberative democracy.Through analysis, this paper attempts to present the view of the author that Chinese deliberative democracy is not an import but forms on the basis of the practice of deliberative politics in China; Chinese deliberative democracy exists and develops with the theoretical basis, historical basis and realistic basis; Chinese deliberative democracy means more than deliberative politics, and it contains more in multiple fields and at multiple levels; the practice forms of Chinese deliberative democracy are varied and grow with vigor; and the development of Chinese deliberative democracy will surely make important contributions to socialistic democracy politics construction.
