Analysis On The Efficiency Of Emergency Management System For Government In City

As the metropolis of Xinjiang Uyghur autonomous area, City Urumqi is not only the center of politics, economy, culture and tech-education in the autonomous area, but also the bridgehead of the west area of China because of its function as center city during the implement of western area development strategy. But the emergent events of the city enjoy a large number in the aspect of sort, the high degree in the aspect of frequency. What's more, the emergent events taking place in the city have resulted to more and more tremendous breakage and tragedy, which challenged the security of the city while the western area is developed in high depth. Therefore, the most important measure for the government to take in order to safeguard the city's safety is to pay more attention to the analysis on emergency management system of government,to strengthen the construction of the emergency management system in order to develop the capacity of emergency management. The paper emphasizes that the government should pay more and more attention to the instruction of the capacity of emergency management because of its great importance and take urgent measures resulting in its practicality.The paper perfects the theory on emergency management system of government and makes moderate innovation in the view of systemic theory, process theory, organic theory on the base of absorbing the theory of emergency management system of government of other scholars. And it holds that the right way to develop the capacity of emergency management for government is to achieve the efficiency of emergency management system for government. What's more, the paper makes suggestions on the emergency management in Urumqi in the point of efficient crisis management system on the base of making sufficient analysis on the particularity of emergent events in Urumqi in the circumstance of diagnosing the short-comings of crisis management for the government in Urumqi.
