The Problems And Countermeasures Research Of City Emergency Management System

Along with our country entering the key period that the development of theeconomic society, emergent events caused by all kinds of natural factors and socialartificial factors has frequently happened. Doubtlessly, nowadays china’s city is in afrequently-occurring stage of emergent events. How to strengthen EmergencyManagement and improve the ability of preventing and handling emergent events isan important subject that ensures comprehensive, harmonious and sustainabledevelopment of Chinese social economy.As the base and core in city emergency management, emergency managementsystem is the important barrier for government to prevent and handle city riskseffectively and protect the lives and property safety of people, moreover, emergencymanagement system is the key to prevent and reduce harm caused by public emergentevents. Therefore, improving emergency management consciousness, perfecting andinnovating emergency management system has great and direct theoretical value andrealistic significance.This paper is made up of five chapters. Chapter one, the subject-selectingbackground and the present situation of domestic research are introduced, the train ofthought and Research method are described, and innovative points are proposed.Chapter two is theoretical explanation for city emergency management system, andsufficient demonstrations on the necessity of improve city emergency managementsystem from several aspects. On chapter three, firstly it analyzes the present situationof Chinese city emergency management system, and then it makes profound analysison the present problems of Chinese city emergency management system, and gives aconclusion about reasons of created problems. Lastly, through analyzing the anilineleakage accident in the Changzhi region of Shanxi province, it discusses the problemsand implications of this accident. Chapter four, city emergency management systemsof New York, Tokyo of Japan and London of Britain are analyzed, I summarize theadvanced experience, and by comparing the city emergency management systemsbetween the three counties and China, I analyze on the present problems of Chinesecity emergency management system in order to gain some reference and revelation.Chapter five, using foreign experience for reference, combined with example,measures and concrete ways to innovate and perfect Chinese city emergencymanagement system are put forward. This article use research methods include literature research method,comparative method, case analysis method and graph analysis method. Twoinnovative points of this thesis include: Firstly, by case study, stand on the practice ofcity emergency management, it analyzes the deficiency and experience, it has positivesignificance for improvement of city emergency management. Secondly, by designingstructure diagram of emergency management system, deeply analysis on cityemergency management systems of New York, Tokyo of Japan and London of Britain,it also has positive significance for using foreign experience on emergencymanagement system for reference.
