Research On Some Key Problems Of Government Emergency Management Capability Construction

Governmental emergency management capability construction runs through all stages of emergency management such as emergency prevention and preparedness, monitoring and early warning, emergency disposal and rescue, afterward restoration and rebuilding. Reinforcing governmental emergency management capability construction in a comprehensive way is not only the core of enhancing government emergency management level, but the key to lifting governmental capability in dealing with major emergent public events as well. It is also the key to establishing the good image of government in the heart of the public and maintaining the social stability. The frequent occurrence of emergent public events reveals the flaws of governmental emergency management system and the weak management capability of government in dealing with emergent public events. Therefore, it is imperative to enhance government’s management capability of coping with complicated emergent public events.With the construction of governmental emergency management capability as the major research content, the thesis concludes government’s role in emergency management and key factors affecting governmental emergency management capability through exploring and researching government’s problems and shortcomings in emergency management capability. In the light of concrete aviation emergent public events, it makes the systematic research on the reasons for government’s problems in emergency management capability, points out how to carry out the construction of governmental emergency management capability, and puts forward the countermeasures of enhancing governmental emergency management capability, thus offering the effective method and approach for reducing the damage and impact caused by significant emergencies and restoring the normal life and production as early as possible.The thesis is composed of the following four parts:(1) Part I:theoretical foundation for the research, elaborating on theories related to emergent public event management, governmental emergency management, and governmental emergency management capability, and pointing out the idea and approach for the construction of governmental emergency management capability.(2) Part Ⅱ:taking Malaysia Airlines flight MH370as the example, this part points out government’s shortcomings in dealing with emergent public events, analyzes the status of governmental emergency management capability in emergent public events of civil airliners, obtains the basic factors and design principles for the construction of governmental emergency management capability in such events, constructs the framework of the construction of governmental emergency management capability, and brings forth the implementation principles.(3) Part Ⅲ:the construction of governmental emergency management capability, making the systematic analysis on the status of governmental emergency management capability from the levels of organization, technique, management, and society, and offering the content and approach of capability construction.(4) Part Ⅳ:countermeasures of enhancing governmental emergency management capability, further concluding government’s problems in emergency management capability construction, and providing countermeasures and suggestions on enhancing governmental emergency management capability.
