Civil implementation/execution is a double-edged sword, in the process of implementation, for one hand it may effectively deter the parties who refuse to perform an obligation, ensuring the realization of the rights of obliges which has been defined in the civil law document and protecting the authority of law. on the other hand, owing to the difficulty in eliminating the flaws of implementation, it may result in infringement of legal rights of debtor or the third party. Therefore, it is a necessary requirement to set up a proper relief system both in procedure and in entity, which is the effective way to standardize civil enforcement power or to protect the third party's rights.
