The legal system on land macro-control refers to the legal system under which the state provides the land market with indirect and instructive regulations in order to compensate for the market flaws. In China, the legal system on land macro-control includes land-use planning, land-use control, land reserves, and so on.Land-use planning can be divided into general planning and specific planning. China's current laws on land-use planning have such deficits as the ambiguity of legal responsibility, the lack of dynamic land-use planning, the indefiniteness of the rights and obligations of the administrators and those being administrated. In order to improve China's legal system on land-use planning, we propose the following suggestions: firstly, to institute Law on Land-use Planning; secondly, to define the rights and obligations of the administrators and those being administrated; thirdly, to correctly define the object of the legal relationship of China's land-use planning; fourthly, to perfect the legal system related to land-use planning system and establish a dynamic planning mechanism.The legal system on land-use control includes land-use planning system, land-use change control system, public hearing system, land acquisition system, and so on. China's current land-use control system has such deficits as unreasonable land-use classification, imperfect land requisition compensation system, and unsound rural construction land system. Therefore, in order to improve China's legal system on land-use control, we should improve China's land-use classification system, the land requisition compensation system and rural construction land system.Reserve agency and reserve action are of noticeable legal particularity. At present, China's land reserve system has some problems in such areas as land reserve acquisition, land reserve development and land reserve supply. In order to improve the land reserve system, we should improve the specific systems such as land reserve acquisition system, and development and supply system.
