Sweden is one of the countries that is with highly developed in mass media industry in the world, and it is also the first country for media legislation in the world. As early as 1766, Sweden has formulated the " Freedom of the Press Act" .According to the research on the management and legal basis in Sweden . We can see that Sweden's media laws and regulations are how to reflect the spirit of the Constitution and how to do a good job for laws and regulations with the Constitution of convergence; As the first press law established country, sweden must accumulate a considerable wealth of legislative practice, and we can see the process ; As we all know, the protection to freedom of expression and limit the determination of the borders is difficult, Sweden how to do with it in the legal practice ?In order to make clear the the issues of Swedish media industry , the author combed the literature method . This paper analysis the literature,collate the used media law and use foreign literature on the Swedish data to summarized the general appearance of the Swedish media. At the same time, the relevant discussion on the freedom of expression data analysis is summarized in books and find the necessary documentation. At the same time, this paper used some metherds: face to face interviews, telephone interviews, E-mail interviews, etc., the author communicated with the interviewers to understand the situation. By working with EU officials in China, the Swedish Embassy staff, the Swedish scholars and academics in detail ,we exchanges the issues on the Swedish media law.As the political and historical reasons, there has been a misunderstanding on Sweden : Sweden is a developed capitalist countries in western. In fact, Sweden is a highly developed socialist country. As the common nature of the country with Sweden,and a long tradition of media legislation and legislative practice ,it is useful for the establishment of China's media law.
