Study On Improve The Credibility Of Local Government In The Process Of Building A Harmonious Society

Credibility and trust cultural theory in the government is emerging among domestic and international academic circles in recent years, and more and more scholars have pointed out that trust culture , one of the most important social integrated forces, presenting important social capital, acting as lubricant of economic exchange and social systems, plays an important role in modern society. Trust mechanism, generated in asocial system with social relations and maintaining unity,is an integration mechanism, so trust is key to political culture of citizens, a necessary condition of civil society and democracy, the essential element of social capital elements , an integral part of the ability of civil society and precondition of political participation, business success, willingness of the use of new technology. If the public does not trust each other horizontally and trust vertically the public institutions, the Civil United Community allegiant and loyal to the political authority of would not exist.First of all, the concept involved of studying the government credibility is trust and trust culture. In the history of human thought whether in the East or in the West, trust ,called " one of the most important overall strength of society ", is regarded as an essential condition for the sound development of society,and viewed as social capital and simplified mechanism of social complexity.The government has public authority as a political organization, and its credit is essential for the whole society credit system. Government credibility can be defined respectively from the narrow and broad levels. Government credibility in narrow sense refers to degree of the public trust in government information. This is defined from the view point of the information release and access, and mainly relates to the government's information disclosure system, the exchange of information between the government and the public, the quality of provided information of the government and etc. While in broad sense, it mainly refers to the public behavior for the government itself, its fulfilling capability and trust level of desired conduct, and capablity of obtaining the public trust. This is mainly related to whether administrative acts of government and its staff are understood and supported by the public, the extent of the government fulfilling its commitment to the public, whether the form and act of government is legal, and wehther the government acts to be taken is in the public interest.The situation of the credibility is different during different periods of history after New China., the credibility is high or low by various factors in exploring the process of socialist construction. Since the reform and opening up the credibility of our government has achieved great achievements, but in some areas and periods, the building of government credibility is lagging behind. Lack of government credibility all have a serious impact opun the construction of the socialist market economy, government image and social governance of the government and lack of credibility of the government is because of many reasons, both at cultural values level and institutionally.The level of credibility of the government needs an objective evaluation criteria;the establishment of a workable evaluation index system is an arduous and pressing task that requires comprehensive consideration of various factors and continuous improvement.The ultimate goal of studying the credibility is to enhance the credibility of the government, which requires multi-pronged approach, starting from many levels. First of all, the government should change the traditional concept and establish the modern administrative concepts; Secondly, the government should increase economic development capacity and protect the public interest; Thirdly, the government should exercise their public power and promote the system building of government; Fourthly, the government should establish positive interaction mechanismbetween government and the public; Fifthly, government administration should seek truth from facts, and be open and transparent.
