An Research On China's Democratic Parties' Supervision On Public Policy Cycle

The Chinese Communist Party-led multi-party cooperation and political consultation is a fundamental political system. The basic roles of all the democratic parties are to exercise political consultation and democratic supervision and participate in deliberating and administration of state affairs. The Chinese Communist Party (CPC) and the other eight democratic parties supervise each other. And the CPC needs supervision from the democratic parties more than the other way round. As an indispensible part of outer-party supervision system, democratic parties' supervision over the CPC has been playing an important role in policy making of the ruling party. After entrance of the new century, further strengthening democratic parties'supervisory role is an essential aspect perfecting the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC). In addition, it is of great significance in strengthening and improving the CPC's leadership and governing ability as well as improving the construction of political civilization. However, it should be noted that compared with participation in and deliberation of state affairs, the role of supervision is weak.Proceeding with the characteristics of China's public policy, the nature of multi-party cooperation and democratic supervision, and patterns and channels through which democratic supervision influences public policy, this dissertation analyzes how to effectively exercise democratic parties'supervisory role on the construction of socialist harmonious society, concerning state guidelines, principles and policies, and other political, economic, cultural and social issues, to realize scientific and democratic public policy making.This dissertation is based on theories of political party's supervisory role in public policy. Concepts of public policy, decision-making, political supervision, and democratic supervision are systematically analyzed. Besides, western theory of separation of powers and China's democratic supervision within multi-party cooperation are introduced. Meanwhile, taking examples of some cities in Shandong Province, this dissertation analyzes the practical significance of exerting multi-party cooperation and democratic supervision, and the value and advantages democratic supervision as well. And then, problems in exerting democratic parties'supervisory role in public policy are presented and reasons are analyzed. The dissertation concludes with analyses of the strategies of exerting democratic supervisory roles in public policy in the following three aspects:perfection of the mechanism and political environment of democratic parties'supervision, improving public policy's democratization and scientification, and expansion of patterns and channels of democratic supervision.Through analyses, the dissertation is to further properly understand the nature and legal status of democratic parties' supervisory role and to facilitate the construction of system as the key and complete the operation mechanism of the democratic parties'supervision. In addition, the dissertation intends to institutionalize and routinize the content, extent, approach, procedure, feedback and protection of the democratic supervision so that its arbitrariness and weakness can be overcome. In the meantime, the dissertation intends to help the government to improve policy making level and working efficiency, to build a government of service-orientation, responsibility and rule of law, to perfect policy making mechanism, and complete government management system.
