Pengjiang District Jiangmen Democratic Parties To Participatein Public Policy Formulation Andimplementation Of The Action Research

The system of multi-party cooperation and political consultation is the basic politicalsystem of China, as well as the unique feature of China’s political system. Democratic partieshaving a hand in the formulation and implementation of public policies is an importantapproach and major embodiment of realizing this system. In1978, the3rd plenary session ofthe11th Party Congress further tamped the ideological foundation of China’s multi-partycooperation and undertaking development, providing a solid theoretical basis for the systemto step into the systemized track. In the16th Party Congress, the system of multi-partycooperation, under the strategic goal of the scientific outlook on development, was furtherdeveloped and perfected and entered a brand-new development stage.Today, with the rapid development of the economic society and the constant deepeningof China’s reform and opening to the outside world, the formulation and implementation ofthe public policies needs more active involvement of the democratic parties so that they canplay the role of brain trust and talent pools, which is not only the prerequisite for promotingChina’s democratic course, but also a necessary requirement for building up comprehensivelysocialism with Chinese characteristics and the harmonious society. Meanwhile, it has a greatsignificance and function for enhancing and improving the leadership of the Communist Partyof China and heightening its ability and standard of holding power. However, with suchconfinements as concepts, knowledge, systems, etc, basic level especially the county-levelcity, district democratic parties are restricted to a certain degree in participating in theformulation and implementation of the public policies.The paper adopts such methods as case studies, empirical analysis, social investigations,etc., by discomposing problems, to expound the status quo for the democratic parties inJiangmen city Pengjiang District in participating in the formulation and implementation of thepublic policies, From the perfect the multi-party cooperation and political consultation systemheight and the perspective of their functions, so as to probe into the elements for thedemocratic parties in Pengjiang District to play a role in the formulation and implementationof n of public policies from different aspects such as mechanism, system, environment,knowledge, and self-construction so that the atmosphere for them to participate in theadministration and discussion of state affairs can be created; the system of multi-partycooperation can be improved; self-construction can be enhanced and countermeasures andsuggestions for them to participate in the formulation and implementation of the public policies can be put forward. This study for rich democracy at the grassroots level party theorysystem, and realize the scientific theory of the participating parties and improve thedemocratic parties to participate in the country’s public affairs pertinence and effectiveness of,have a very positive meaning.
