Russia has the political privileges of one of the five UN Security Council permanent members, and it is also the second largest military power in today's world with great external deterrent. Russia diplomacy shows great vitality in today's complex international affairs. The Korean Peninsula, due to its unique significant geographical location, is +becoming an important place of interests competing among several important counties such as the United States, Russia, Japan and other world powers in Northeast Asia. The international communities are paying more and more attention on this region. It is known as "the Balkans in Asia ". Russia has traditional influence on the Korean Peninsula affairs because of their long historical communication. The relation between Russia and Korea, an important country in the Korean peninsula, has an important position in Northeast Asia and even in international relations.The beginning of the history of relations between Russia and North Korea can be traced back to the period the Russian tsar. Since then, the two countries have maintained communication between the two countries in the political, economic and cultural fields and so on. Soviet-DPRK relations during the Cold War play an important role in the history of relations between Russia and the DPRK. At the beginning of the Cold War, the Soviet Union and the United States manufactured the division of the Korean peninsula with the situation that North Korea was built on the Korean peninsula in the north and South Korean in the south. The Soviet Union regarded North Korea implementing socialism system as its strategic ally in North-east Asia, and gave North Korea a large number of economic and military aids. As a result, the Soviet Union and the DPRK became to be very close relations and had very frequent exchanges. The end of Soviet Union and the Cold War seriously affected the Soviet-DPRK relations. Russia-DPRK relations were confronted with the alienation and being continually worsened. When the history came to the middle of nineties in the twentieth century, Yeltsin government began to deeply reflect on the strategic and diplomacy as well as the early deterioration of Russia-DPRK relations, and made great adjustment to the foreign policies. As for deterioration of Russia-DPRK relations, the government decided to take active measures to ease relations with the DPRK and to make Russia-DPRK relations out of hard time and start to move forward. Putin's government came to power in 2000. A comprehensive adjustment of Russian foreign policy came in being in the Russian history, which was intended for the implementation of pragmatic diplomacy in a full range. The Asia-Pacific diplomacy became an important part in its foreign map. Putin paid more attention to the further development of the Russia-DPRK relations. He greatly improved the Russia-DPRK relations with more active exchange of visits of leaders of the two countries and economic assistance to strengthen exchanges with the DPRK. From the Medvedev administration came into power in 2008, more diplomatic practices have happened in the development of the two countries, and Russia-DPRK relations have continued toward a positive direction. It is not difficult to see that since the Cold War, Russia-DPRK relations have gone through many twists and turns. Once they distanced with each other on purpose and even made the relations deteriorate, but soon they tried to ease and improve, and now they are moving the relations ahead to a positive direction.Russia-DPRK relations are closely related with the Russian government with different historical environment and different foreign policies. It can be said that the development process of Russia-DPRK relations in different historical periods in twists and turns is not accidental. It is caused by many factors whose impacts are multifaceted. Both Korea and Russia are China's close and friendly neighbors. China's relation with Russia is just in the best period since the two countries built their normal relations. To Concern and research Russian's foreign policy in the new century has important practical significance in building our country's rounding safety in the international environment and strengthening Sino-Russian strategic cooperation partnership. China and Korea have a long history of friendly communication. Changes of the relation between Russia and Korea will have a major impact on our country and Northeast Asia, even the entire Asia-Pacific region. Therefore, it is of great significance to study the evolution of Russia-Korean relations, influencing factors and the development prospects. It will help China better grasp the Russia- Korean foreign policy promoting the two countries relations on the Korean Peninsula, and the process of the future development so as to seek common ground to promote the Sino-Korean and Sino-Russian relations and maintain China's interests in the peninsula.In China, research and articles on diplomatic relations of Russia and Korea, in recent years, are mostly related to the study of Russian policy on the Korean Peninsula. Studies of experts and scholars on Russia and the Korean Peninsula are focused on the DPRK nuclear issue, Peninsula peaceful course and some other issues. Studies on relations of Korea and powerful countries include the US-DPRK relations, Japan-DPRK relations, China-DPRK relations. Only Russia-DPRK relations have not yet become a focusing research topic of academic discussion. Further effort is needed to study more about the Russia-DPRK relations.Therefore, this paper gives a comprehensive sort of the development process of Russia-DPRK relations after Cold War, studies Russia's policy adjustment and diplomatic practice on the DPRK, during the time of different administrations, and pays attention to the prospect of Russia-DPRK relations, hoping having implications on Russia and the DPRK to further improve bilateral relations and promote bilateral exchanges and cooperation in many fields, also hoping china can benefits from it in dealing with relations with Russia and Korea. This paper is intended to from the new perspective of Russia-DPRK relations give a basic picture of the development of the external strategies of Russia, Korea and other major countries associated with, and also provides an indirect reproduction of Russian foreign policy on Korean Peninsula. This article includes four parts: the first part recalls the Russia-DPRK relations during the Cold War. The second part gives the evolution of Russia-DPRK relations after the Cold War, which is the key part of this article. This part will be written in four aspects, namely the Soviet Union and Soviet-DPRK relations worsened alienation; Yeltsin administration to ease the Russian-DPRK relations; Russia during the Putin administration to further improve relations with the DPRK; The Russia-DPRK relations after Dmitry Medvedev comes to power. The third part is related to the impact of the Korean nuclear issue after the Cold War on Russia-DPRK relations. The fourth part gives some thought on the future development of relations between Russia and the DPRK, analyzes the development of and prospects for development of relations between Russia and the DPRK and also puts forward the author's personal ideas about the future of the relations.
