North Korea policy is an important part of the US East Asia strategy,and North Korea has always regarded US-DPRK relations as the focal point of its diplomatic breakthrough and the key to resolving the nuclear issue.This has led to the attention of successive US administrations toward the DPRK after the Cold War.After President Trump took office,US-DPRK relations first experienced an unprecedentedly tense state of warfare,and then achieved unprecedented three US-DPRK summit talks.This kind of huge ups and downs has been extremely rare since the Cold War,and behind it is the logical adjustment and strategic changes of the Trump administration's North Korea policy.A basic background of the Trump administration's North Korea policy is the strategic inertia of successive US governments' North Korea policies,the changes in the situation in Northeast Asia and the adjustment of its own security strategy.Since the end of the Cold War,the US policy toward North Korea has successively experienced three stages: "goodwill engagement," "containment engagement," and "strategic patience." However,the incoherence of policy and the United States' attempts to regulate other countries in Northeast Asia with the North Korean nuclear issue have led to the fact that the North Korean nuclear issue has not only not been resolved,but has intensified.By the time Trump was in power,North Korea's nuclear weapons capabilities had developed to a level that could threaten the United States.At the same time,competition among major powers in Northeast Asia has become more intense,and the difficulty of multilateral cooperation has also increased.After the Trump administration took office,it has also made new adjustments to the United States' national security strategy,emphasizing "America first" and "homeland security," and paying more attention to unilateral actions of "peace through strength".In the above context,the US policy toward North Korea has undergone significant adjustments.The Trump administration's policy towards the DPRK mainly consists of twoaspects: on the one hand,it is the unmitigated "maximum pressure" policy.The US actively promotes the global isolation of the DPRK diplomatically and greatly reduces the international space of the DPRK.In economic terms,it not only pushed forward the unprecedent severe sanctions at the UN level,but also made extensive use of unilateral sanctions and secondary sanctions to persuade allies and partners to strengthen sanctions.Militarily,it mobilizes an unprecedented scale of armed forces to gather on the Korean Peninsula and conducts high-frequency practical military exercises to form a high-intensity deterrent posture.On the other hand,Trump has shown a high degree of flexibility.Under the shuttle diplomacy efforts of the Moon Jae-in administration of the ROK,the US has held three summit talks and many working talks with the DPRK,and the DPRK nuclear issue has been alleviated to a certain extent.However,there are still major differences between the two sides on ways and means to push forward denuclearization,and it is still difficult to implement the principled consensus reached by the summit.The root of the problem lies in the fact that this way of summit diplomacy does not break through the inherent dilemma of US-DPRK relations.The adjustment of the Trump administration's North Korea policy inevitably has an important impact on US-DPRK relations,the situation on the Korean Peninsula,and the regional situation.Regarding the relationship between the United States and North Korea,the tension between the two countries has been eased to a certain extent,but the fundamental contradiction has not been resolved,and the reconciliation process has continued to fall into a deadlock.Regarding the situation on the Korean peninsula,the policy of "maximum pressure" made the situation on the peninsula unprecedentedly tense,but the summit diplomacy effectively eased the tension and promoted the resolution of the nuclear issue to a certain extent.In terms of the situation in Northeast Asia,the "maximum pressure" policy of the United States has seriously threatened regional security.The improvement in US-DPRK relations has had different effects on neighboring countries.The relations between China,Russia and North Korea have not been weakened as a result.Japan has a tendency to be marginalized to a certain extent.As the United States enters the election time,there are many variables in the future prospects of the United States' North Korea policy.Fragile political mutual trust,disagreements on the issue of denuclearization,the complex geopolitical situation in Northeast Asia,and the influence of domestic politics in the United States have all contributed to the current deadlock in US-North Korea relations.No matter who wins the election,he must face these crux of the relationship between the United States and North Korea.Judging from the similarities and differences in the DPRK policy propositions of the US Democratic Party and the Republican Party,there is still room for relaxation in future US-DPRK relations,but there may be different ways of achieving it.Faced with the adjustment of US-DPRK relations,the intermediary should take necessary measures to continue to consolidate DPRK's will to denuclearize,promote coordination among countries in the region,and it is necessary to prevent recurrence of the situation.
