To Russia, North Korea has very significant strategic meanings. In different times, Russia executes different policy. When Gorbachev was the president of Soviet Union, he started to reduce the importance of DPRK in Russia's strategic structure, and paid more attention to the relation with South Korea. The policy continued until Soviet Union collapsed and Yeltsin became the president of Russia. After the outbreak of the first North Korea Nuclear Crisis in 1993, Russia began to attach great importance to the relation with North Korea again, and put DPRK at the center of its strategy on Northeast Asia.In 2000, Putin became the Russian president. He made some changes on the foreign policy, and posed a more active attitude towards North Korea. After the breaking up of the second North Korea Nuclear Crisis, President Putin instantly showed the policy of engaging in the process and helping North Korea get out of the crisis. However, the USA and other countries laid too many pressures on Russia. At the same time, North Korea made several attempts to get nuclear power, which deteriorated the situation. Consequently, Russia was obliged to reach consensus with the western countries, and agreed to implement sanctions on North Korea.On May 7th, 2008, Putin will leave his post as the president, and become the new Prime Minister of Russia. The new President—Medvedev will continue with Putin's internal and external policy. We could see that in a short time, Russia's foreign policy, as well as Russia-DPRK relations, will maintain the former momentum, and develop to a new height. Russia will put interest at the most significant position, and continue to actively engage in the process of solving the crisis on the Korean Peninsula, so as to restore its influence and retain an advantage in the Northeast Asia security structure in the future.
