The Restrict Factor And The Countermeasure Of Rural Civilized Build In The Northwest Poor Mountainous Aera Of HuBei

The Fifth Plenary Session of the Sixteenth Central Committee of Communist Party put forward the overall target of New Countryside Construction is that:The manufacture develops, the living is ample, the local custom civilization is built, the village is clean and tidy and the management is democratic. " Among all of them local custom civilization is the manifestation of spiritual civilization in New Rural Construction which is an important part of building a harmonious society.At present, all parts of the country develop the new village construction to like a raging fire. The farmers'economic and living level improved a lot. However, comparing to the material civilization, the spiritual civilization of village develops backward in the rural areas, especially in the poor mountainous areas. There exist series issues in local custom civilization because a variety of factors constraint the development of local custom civilization in such places. Therefore, it is the focus of importance and difficulties during the progress of building the New Countryside Construction. We must do lots of practical and realistic works in order to increase the speed and quality of the New Countryside Construction. In this paper, the author will take the northwest poor mountainous area of Hubei as example and make analysis of problems and constraints the development of local custom civilization. At last, it will put forward some corresponding countermeasures. This paper is divided into five parts:The first part is the Introduction which makes analysis on the purpose of selecting the topic. In this part it will list the related document summarize, and describe the method of research and innovation points.The second part describes the content of local custom civilization and explains what's the concept and definition it is. Then it analyzes the connation and main elements it contains.At the beginning of Part Three introduces the basic situation of the northwest of Hubei, and then points out eight main problems it contains in the poor mountainous area of this province:the cultural battle construction delays, the way of entertainment is monotonous, feudal superstition rises, out-dated conventions and old customs prevails, ideological and moral level declines, public security and social order is in a mass, the village environment is unclean and untidy, and people are lacking of the struggling spirit. So this part is the foundation for the next part to explore and analyze the root of these problems.The fourth part mainly analyzes the reasons why did such bad phenomenon exists in these poor northwest mountainous area of Hubei Province. Form the angle of natural factors, economic factors, cultural factors, political factors; we try to find the way to constraint these phenomenon.Based on research on Part Three and Part Four, Part Five proposes the Countermeasures to enhance the local custom civilization construction. First of all, we must be clear about that the guidance is Naturalization of Marxism in China, and take training new farmers as the goal to the establish the local custom civilization which is adapt to the local economy, politics and culture.The second step is to choose the best method which combined universality and specialization, progress and complication, internal and external cause, short-term and long-term interests together. Finally the paper puts forward some specific measures on how to improve the living conditions and the level of technological literacy of farmers, resolve bottlenecks in funding conflicts, formulate flexible and efficient principles or policies, establish the scientific concept of civilization, and so on.
