Studies Of The Central Government On Public Policy Formulation Process Under The Perspective Of The New Institutionalism

Public policy-making process that has a very important influence on the results of its public policy is very important position in the course of whole policy, which has aroused the attentions of many experts and scholars. At present the academic research on public policy-making process adopted by the research of paradigm is the behaviorism, which argues that human behavior plays a very important role in the policy formulation process and ignored the importance of system. With the development of society, flaws and shortcomings of the behaviorism became increasingly obvious, many the phenomenon in the policy-making process is the behaviorism does not explain, such as the "Prisoner's Dilemma", "commons tragedy". The birth of The New institutionalism claw back the behaviorism's deficiencies in policy formulation, The New institutionalism is on the basis of the establishment of the critical behaviorism's research paradigm, at the same time, which has absorbed some results of The Old institutionalism. Research paradigm of The New institutionalism emphasizes the importance of the system in the policy-making process, which argues system has an important influence on the results of policy. From the perspective of The New institutionalism to study Chinese policy-making process, explore institutional factors that impact on effective formulation of public policy, and try to build the institutional framework of effective operation that China's central government public policy formulation process in order to achieve the optimization the value and purpose of China's central government policy formulation. Additionally, resurrection of The New institutionalism research for scholars to provide a new research perspective:the perspective of The New institutionalism.This paper is divided into five parts:The first part is the introduction (Chapter 1). In this section, I discuss the significance and purpose of the study, the research methods and innovations; the second part is related to the definition of the concept and theoretical basis (Chapter 2). In this part, I focused on related outline of the public policy-making process and the theory of the new system; the third part is to explore the China's central government policy-making, institutional arrangements and existing problems and Analysis (Chapter 3); the fourth part is against the questions that there were the central government policy-making process to innovate for system from the perspective of The New institutionalism (Chapter 4); The fifth part is the conclusion (Chapter 5).
