Nowadays, the world has gone into the era of globalization which means the political, economic and culture interactions are being more frequently, at the same time, local, regional and national economic development are all closely related to the world economic system. Regional governance, as a competition strategy, is an effective method to tackle the problems happened during the globalization and it has attracted great attention from scholars and political actors home and abroad. Among the various approaches analyzing regional governance, institutionalism analysis is still at the initial stage. However, institution plays an important role in regularizing individual, collective behavior and market operation. Besides, institutional construction on transregional cooperative governance between local governments is based on the current social background, market development level and social ideological conditions. In China, institutional construction on transregional cooperative governance between local governments is still very weak, for example, the main subjecs on transregional governance are not well organized, institutional contents are defective and the supervision measures are not effective during the application process. In the perspective of new institutionalism, this paper analyzed all the insitutional barriers and put forward some useful reform measures. So confronted with dilemma of administering administrative divisions, this paper made some bold innovations on transregional governance over local gocernments in modern China.
