The Study Of Public Security Management Of Rural Grass-roots Government

Rural public security is not only the public security subject related with farmers'peaceful and contented life, but also the political subject related with the foundation of one country's regime. At the present stage in China, there are more and more criminal cases and potential social unstable factors, the public security and social stability have become the important subject in the academic world. For Chaonan district, there are many potential social unstable factors for a long time, at present there have been lots of robberies and gun crimes. After objectively taking some mainstream factors into account, thinking if there are large amount of population from other places, thinking if the wealth gap is a important factor and so on, after reviewing local special social unstable factors, and after analyzing some typical cases, we can clearly find the fact of the local grass-roots government's poor public security management.Based on the fieldwork of Chaonan district which locates in eastern Guangdong, this paper objectively inducts and analyzes the local social public security situation, at the same time, on this base of the theory of the organization-institutionalism,by the analysis framework of behavior-organization-institution, this paper put emphasis on the grass-roots government's conduct of the public security management when the rural public social order circumstances worsened. Then, from organization perspective, the paper further analyzes the grass-roots government's organization pressure because it facing the dual goals, one is developing the economy, the other is maintaining social stability. Meanwhile, from institution perspective, it further analyzes the institution reasons of the phenomenon of contortion of primary authorities'implementation. In order to further enhance the arguments of this text talk point, it integrates fieldwork information, statistics and cases to study. Finally, the essay offers the measurements to improve the grass-roots government's public security management ability of Chaonan district from enhancing the grass-roots government's management actions, relieving the grass-roots government's organiztion pressure, reforming the present institutions.
