As the deep reform progressing, deep public security reform reaching every public security institutions, public security organizations at all levels in the country are exploring the possibilities to improve the current working model and police force allocation methods. At the front line of public security, grass-roots organizations are responsible for cracking down on crime, maintaining public order and serving the general public. At present, the international situation changes; a variety of domestic conflicts intensify; crimes and illegal activities evolve quickly in different ways; and internally, public security has insufficient human resources,relatively backward technology and equipment, as well as technical and tactical education and training lagging behind. Hence, the grass-roots police force configuration becomes especially important. How to allocate limited grass-roots police resources is an important aspect for eliminating the plight of current public security work. This article focuses on this subject; uses domestic and foreign study results as references; combines with the causes of police resource shortage, brings solutions and suggestions; hopes to provide guidance to optimize grass-roots police resource allocations. The main contents of this paper are:The first part is the introduction. It introduces the background and significance of the selection of subject: the research of public security police force allocation optimization reform.By studying domestic police force allocation optimization research bibliographic, the paper establishes research methods and ideas; identifies research priorities, difficulties and point of innovations.The second part is the core concepts and theoretical basis. Analyzing the definition of police force and the principles of police force allocation at grass-roots public security organization, presenting important theories such as improvement without police force growth.It lays a solid theoretical foundation for the analysis in the paper.The third part is case studies of grass-roots public security police configuration. This part analyzes situations of the police force allocation in province C; studies the real life scenario of police force configuration and police activities in county U province C. The pilot reform of public security police, in county U province C, targets on two aspects: institution setup and police force switching, to address grass-roots police shortage caused by improper police force allocation. Concerning the institution setup, it focuses on clarifying the authority of grass-rootpolice stations; solving the authority overlapping issue. Police force switching places available police resources into the front line law enforcement agencies, and solves the police force shortage issue. The problems in the police force allocation process, in county U and province C, includes overall police force shortage, police resource irrational distribution,uneven quality of the police force and other issues.The fourth part analyzes reasons for the poor configuration of county U province C police force. They are: institutions improperly organized, constraints from current management system and impact from traditional cultural, etc..The fifth part provide the allocation optimization strategies for grass-roots public security police force allocation. Including: optimizing the public security sector institutions setup; ensuring grassroots public security institutions police force availability; taking full advantage of the existing police force, realizing the full potential of social auxiliary police force and so on. Thus, to achieve grass-roots public security police force optimal allocation,improve capability and credibility of the grass-roots public security and law enforcement agencies.
