Research On The Construction Of Pattern And Trends Of Horizontal Relations Among Local Government

As an important part of the system of government, intergovernmental relations are paid more attentions by scholars as the relations among the role of government in society and status on the rise. Intergovernmental relations includes two dimensions : vertical relation and horizontal relation. Vertical relationship is the product of the need of political domination by the state generated, thus formed a vertical hierarchy of the central and local government system. The horizontal relations, a non-hierarchical non-membership of intergovernmental relations, is produced on the basis of the close relationship between local economy and government economy. Moreover, as the desire of economic development become stronger, horizontal relationship between local governments has become the impetus of economic and social power. However, due to the the government's non-membership of horizontal relation and the lack of the necessary policies and legal norms of the government on the horizontal relation, horizontal relations in our governments presented a vague chaos. Therefore, the main task at present is to clearly distinguish the pattern of the horizontal relation among governments, and analyse the contradictions and problems of horizontal relations in our goverments through it. And in this way, it can guarantee the horizontal relations betwween our governments develops in a scientific and reasonable way.
