Centralization And Decentralization In The Exploration Of The Plight Of The Contemporary Chinese Vertical Intergovernmental Relations

In contemporary China, in the face of increasing complex international and domestic situation, as the main body of social governance,the government should complete the task of high growth in economy as well as bear the complicated social public affairs. The traditional "omnipotent government" has been criticized, and the transformation is not yet completed, from the aspect of increasing pressure, the government reform has been pushed over the reality of political reform in the teeth of the storm.As the government itself, it does not only rely on the power of authority, but also the implementation of the derived policy through its top-down organizational system. So, the problem of power in longitudinal intergovernmental relations has become a key factor in government’s existence. In modern China’s history, the competition between the central and local government is always going on but always fails to get rid of the dilemma of "end up in authoritarian but disorder in power delegation". At present, the study on the government’s power centralization and decentralization is mainly about intergovernmental relations, including the two dimensions of longitudinal intergovernmental relations and horizontal relations, and relatively further exploration. On the other hand, it is about the longitudinal intergovernmental relations in the centralization and decentralization as two independent research focuses, respectively along the single way to analyze and draw relevant conclusions. The results of these studies have provided many the literature views, the beneficial reference for the government to study but also have inherent defects. Research scope cannot guarantee the depth of research, and a single point of view may lead to research, which is not comprehensive. This article is to absorb the predecessors’ research results foundation, dedicated to the longitudinal intergovernmental relations within the scope of inquiry of difficulties between the central and local powers, to combine two research directions of centralization and decentralization, through the analysis of history and reality. The article reaches both the depth of research and discuss the overall results. Analysis of actual performance is divided on the power set including the dilemma, and it gives summary of the reasons, which has profound historical and traditional cultural factors, issues of power allocation with the political reality, and unnature development of the market economy and ill-formed the law. Finally, it aims at the crux of the plight, which conforms to the historical development of China’s traditional, but also has guiding significance to the reality of the solution.
