With the transformation from the system of planned economy to the system of market economy since 1990s, the economic and social development in big region push forward the competition and communication between local governments to a great extent. In order to acquire the maximization of the local benefits by themselves (here are province governments), they have made fierce competitions in the larger economic area which stretchs over more districts. This kind of competitions includes the positive one which is the local intergovernmental cooperation and the negative one which is the local intergovernmental conflict in practical situation. This thesis tries to analyze the two actions from the aspects of reality and theory by spectacle of benefit-analysis, points out the problems which exist in the area of intergovernmental relations and thinks it necessary to construct the institutionalized framework to guarantee the positive development of intergovernmental relation. The following are the characteristics of this framework: Firstly, all the local governments in some economic areas make the basic governance rales that accord with themselves and the results of their bargains; secondly, these rules of governance conform certainly to the Constitution and they must be recognized by central government; Lastly, the ultimate purpose of this framework is to manage local intergovernmental relation more effectively. These institutionalized forms include the followings: making the law of intergovernmental relation and a series of laws and regulations that accord with it; establishing the coordination committee of Chinese local intergovernmental relation based on the law of intergovernmental relation; perfecting the formal cooperation organizations between local governments and enhancing the functions of the economic cooperation departments between local governments; promoting the diversification of content and form of organizations between local governments; expanding the social or non-governmental organizations which are favorable to the cooperation between local governments. |
