Study On The Coordination Of Urban And Rural Minimum Standard Living Security System Of Chongqing

The social security system for minimum standard living is not only the security system for the subsistence right of individual poverty-stricken farmers, but also closely linked to a more serious social problem, namely the erosion of poverty and social segregation. Chongqing municipality is currently implementing the separation of urban and rural basic living security system. The differences between urban and rural are significant. 2008 statistical bulletin of Chongqing Municipality shows that, in 2008, Enjoy the urban minimum living of the population accounted for 8.7% of the urban population. Enjoy the rural minimum living of the population accounts for only 3% of the rural population, some counties or even the proportion is only 2.1% [1].The Unfair system construction has seriously hampered Chongqing's local economic and society's development and harmonious society's building. This chapter describes the background and significance of this article; have done a literature review about minimal living system in our country and foreign country; defines the core concepts; Present ideas, research methods and shortcomings of this paper.Part II: Analysis of minimum living standard system between urban and rural of Chongqing's Current situation. In the construction of analysis, it introduced the Chongqing urban, rural minimum standard living security system for the building of the basic situation analysis of existing problems. And through variance analysis and empirical analysis to identify the building of urban and rural minimum living guarantee the gaps.Part III: The domestic and foreign minimum living standard system's comparison uses for reference. The domestic part, selected Shanghai, Changsha and Gansu three kinds of patterns carries on the comparative analysis, and summarized the achievement and effect which the minimum living standard system construction obtained. The overseas department, separately to Britain, US, Japan as well as Northern Europe country's minimal living standard security systems carried on the synthesis comparison, has promulgated the enlightenment to Chongqing basic living security system construction. Part IV: the feasibility analysis of Chongqing minimum living standard system construction between urban and rural.
